Energy Performance Contracting
State agencies can partner with an energy services company to complete cost-saving energy and water efficiency initiatives.
Through multiyear contracts, Energy Performance Contracting helps state agencies:
- Finance energy and water efficiency projects;
- Update or replace old or obsolete equipment with more efficient technologies; and
- Help guarantee facility savings through data tracking.
Energy Savings Performance Contracting Campaign
The Energy Savings Performance Contracting Campaign (ESPC) is a proven budget-neutral approach to implementing facility upgrades that are paid for over time with guaranteed energy, water, and cost savings. This campaign is a voluntary initiative to help states, local governments, schools, and other public-sector organizations modernize buildings, address deferred maintenance, save on energy and water bills, and other lead-by-example goals through the use of performance contracting.
GEFA is working with the U.S. Department of Energy (DOE) and the network of ESPC Campaign partners to promote, share, and leverage best-practice approaches for performance contracting. DOE created two different tools to help local, state, and federal government agencies meet and track energy savings.

- eProject eXpress Tool. This software is free to use to help document, track data, and conduct measurement and verification during the project to exhibit those values and savings.
