Bipartisan Infrastructure Law

The Bipartisan Infrastructure Law (BIL) is providing GEFA’s Energy Resources Division with additional funding over the next five years through the U.S. Department of Energy. GEFA’s BIL funding for energy efficiency and renewal energy projects is provided below.  

State Energy Program

  • $10,814,200 in additional funding to be spent over a five-year period.
  • Funding to be spent on Georgia’s energy efficiency, renewable energy, energy policy, and energy security planning priorities.

Weatherization Assistance Program (WAP)

  • $84,313,639 in additional funding to be spent over a five-year period.
  • Funding to provide energy conservation measures to income-eligible households.

Energy Efficiency Revolving Loan Fund Grant Program

  • $2,413,600 in new funding to be spent over a five-year period.
  • Funding to start a new energy efficiency revolving loan fund for residential and commercial customers in Georgia.

Energy Efficiency and Conservation Block Grant Program

  • $2,989,230 in new funding to be spent over a three-year period.
  • Funding for local governments to implement energy efficiency measures.

40101(d) Preventing Outages and Enhancing Grid Resiliency

  • Funding provided over a five-year period: $8,680,915 in new funding for year one and $8,655,930 in year two.
  • Funding to improve the resilience of the electric grid against disruptive events.

Grid Resilience and Innovation Partnerships (GRIP) Program

  • Funding to improve grid resilience and clean energy development in rural, underserved communities in Georgia.
  • An estimated investment of approximately $507 million, of which $249 million will be funded by the GRIP Program.
  • Oglethorpe Power, Georgia Transmission, Georgia System Operations, and Green Power EMC will lead the project.

Georgia Residential Field Studies: Single-family and Multifamily

  • $1,400,000 in new funding to conduct single-family and multifamily energy code compliance studies.
  • The Southeast Energy Efficiency Alliance will lead the project.

Closing Equity Gaps to Advance Codes and Standards

  • $1,700,000 in new funding to develop tools and resources to analyze and address the financial and social costs of inequitable building performance standards.
  • The Southeast Energy Efficiency Alliance will lead the project.
