ESPC Technical Assistance
GEFA offers technical assistance to help public-sector organizations plan, procure, and implement Energy Savings Performance Contracting (ESPC) projects that modernize facilities, reduce energy and water use, and address deferred maintenance using guaranteed savings over time. This support is available to entities at any stage in the ESPC journey, from early exploration to procurement, audit, contract negotiations, construction, and measurement and verification. The goal is to make the ESPC process more accessible, transparent, and efficient for Georgia’s public entities.
ESPC technical assistance is intended for public entities in Georgia that own or operate facilities, including:
- Cities, counties, and consolidated governments
- K‑12 public school districts and individual schools
- Public colleges, universities, and technical colleges
GEFA’s technical assistance is designed to help you:
- Determine whether ESPC is a good fit for your facilities and capital planning needs.
- Understand the steps, timelines, and key decisions in the ESPC process.
- Navigate procurement, investment-grade audits, contract development, and long-term performance oversight with greater confidence.
Depending on your needs and where you are in the process, technical assistance may include:
- Introductory briefings on ESPC for staff, leadership, or governing boards.
- Review of your facilities, utility use, and major capital needs to identify potential ESPC opportunities.
- Guidance on structuring and managing the procurement of an energy services company (ESCO).
- Support in reviewing investment-grade audits, proposed scopes, savings assumptions, and contract terms.
- Assistance with questions during construction and with measurement and verification of savings over time.
